Former Home Secretary Michael Howard became the leader of Britain's Conservative Party this week, nine years after he introduced the notorious Criminal Justice Act, in a failed attempt destroy dance culture.

The extensively loathed far right politician appeared to be heading for political oblivion several years ago when his conservative colleague Anne Widdicombe referred to his 'something of the night qualities' in a speech though the party's continuing state of disarray has brought him unexpectedly back to the top.

As John Major's Home Secretary Howard also promoted a 'prison works' philosophy which saw Britain's jail population almost doubling over the last decade. His anti-rave legislation also gave police powers to introduce 5 mile exclusion zones for suspected partygoers, with 3 month jail sentences for anyone 'organising or inciting another to attend one'. Under section 63 of the bill, his law also attempted to specifically ban house and techno music.

"A 'rave' is defined as a gathering of 100+ people at which amplified music (wholly or predominantly characterised of a succession of repetitive beats') is played which is likely to cause serious distress to the local community, in the open air and at night," the law says.
