War on Clubs: Utah Targets Young People

Americans aged between 18 and 26 who wish to gather together in groups of more than 50, will shortly require a permit, under new legislation proposed by councillors in Salt Lake City. The Mass Gathering Ordinance is aimed at preventing raves, and will force organisers to submit detailed plans of how they will "prevent, detect and interdict,.., drugs, alcohol, fighting, sex, lewdness and gang activity", to gain a permit.

According to the ACLU (American Civil Liberties Union) the proposal violates the US constitution on free speech grounds.

In more new legislation targeted at young Americans, California's latest anti-rave bill (AB1941) has been amended to specifically target "electronic music dance events" with "500 or more" attendees, instead of "all dance events with 1000 or more" (which could have included high school proms).
